This past summer, Kanagawa Prefecture in Japan placed some heavy restrictions on who could buy Grand Theft Auto in that area, resulting in only those over the age of 18 being able to get the game.  Now Saitama Prefecture is joining in the fun, placing similar restrictions on the game.
